I just updated Camera Raw and suddenly I was unable to open Raw (RAF) from Fuji XT-3. Show the message, PS does not recognize the file! ... Anyone with the same problem ?! iMac High_Sierra v: 10.13.6

Yes, same problem. I get various messages: Photoshop does not recognize file, file not found, cannot open this type of file... I uninstalled camera raw and re-installed and it alerted me that V.13 was incompatible with High sierra. It would have been nice if they allowed me to re-install the previous version that worked, but it seems to be missing from Adobe's website. If you find it let me know.
