Can't add new brush in Camera Raw

I'm not able to add a new brush in Camera Raw in Photoshop 2020 on a Mac Pro (garbage can) running Catalina 10.15.2. I click the NEW brush option, it shows the NEW button active, but when I go to paint, it reverts back to the 1st brush and continues adding to that instead. Every time I click the new I reverts back as soon as I paint. I have save the edits I made, close Photoshop, and then re-open it to be able to start a new brush. Needless to say, this is annoying. Creative Cloud reports software up to date.
