Which is it, you can't download or you did download and can't access it?

You cannot run ACR as an application – it's a plugin for Photoshop and Bridge.

To launch ACR, open a raw file using File > Open in Photoshop, or double-click a raw file in Bridge or Finder (Mac) or File Explorer (Windows).
