Cannot Create New or Load Presets!

I'm trying to load and save settings in ACR 16.1.1, and they are created in the settings folder, but they don't appear in ACR. See screen shot. WDMP 3 is in the settings folder, but is not appearing in the Presets menu. This is a huge problem. Please fix!!!

Update: the only way I can save a new preset is to reset the image settings to default, and key in all the settings I want manually. I cannot *start* with a preset and make a modificaiton and try to save it again. This is is a bug.
