Cant zoom out fully anymore after an update

I cant remember which update it was, but it was a couple months back and cant zoom out anymore past 6.3%

I'm sure I could before as I would have probably noticed this behaviour as its driving me crazy!  Why cant we zoom out like you can in photoshop, its capped at 6.3% and I can edit with my entire composition in frame 😕😕
