crop tool and tool bar

Help I am new to  ACR 13

Is there a way to make the crop tool crop the area you want to crop? Rather than it making a crop size and then having to move the picture into position?

Also is it possible to move the toolbar from the right-hand side to either the left or preferably along the top so it is easier to access?
