DNG Converter 13.0 Windows 10 does not open

I installed the current available version of the Adope DNG Converter today an two Windows 19 Labtops.

On none of the two the Converter opens when klicking on the Adobe DNG Converter.exe file. The programm ist in Programme/Adobe/Adobe DBG Converter with 3 .ddl files.

Any idea?
