[Dual Epyc 7451/7371+128G ECC]Why my photoshop is no response for every few seconds on Camera Raw??

CPU 2xAMD EPYC 7451 or 2x EPYC 7371

RAM DDR4 128 GB ECC REG

GPU RTX 3070

When I am operating the Camera Raw, the system is always dead for every few seconds including all other Apps, even the Task Manager is freezed at the same time.

But on Premiere Pro, can preview 4K video on timeline in full resolution smoothly,

why it's extremely laggy on this high-end system on photoshop?

Can anyone give some idea?
