Question

How to open Enhance/Super resolution for a PSD file? (Very confusing)

Have to say that current location for this function is rather awkward.

Open CameraRaw

Click on the image itself,
Then Enhance -> Super Res

IF there is that option at all.

Except that sometimes Enhance is missing, as for any PSD file. I can't seem to find Enhance. Do I really have to save it as a JPG/TIFF to have Super res, while PS' native PSD cannot be Enhanced?

Except that Camera Raw filter inside PS does not offer Enhance for any JPG/TIF/PSD, making this confusing even more.

That functionality is only for raw data.

Have to disagree. You can open TIFF, RAWs and JPGs. JPG is far from raw data. But PSD cannot. Strange.
