Latest version of ACR does not work with Windows 10

Version 16.3.1 does not work with Windows 10 on Photoshop 25.9. 
When I install this version, I try to open a raw file and PS freezes to where I have to kill it in Task Manager.
I have to reinstall version 14.5 of ACR for it to work with PS 25.9 and not freeze it, as well as use ACR tools. 
I had similar problems about three weeks ago and was on the phone with tech support. That person said it is a known issue and there will be a fix coming out. 

That fix is not in 16.3.1.

Anyone know when this windows fix will come out?
