When will the Nikon Raw software recognize or list the lens profile for a Nikon D850 with a PC Nikkor 19mm f4 ED lens?

If it doesn't support it now, the only thing you can do is request support for it on the following forum where the developers monitor more closely:

Camera Raw and DNG | Photoshop Family Customer Community

This is a user to user forum. Adobe doesn't make future plans available to anyone. So all you can do is make your request.

I am not sure that the software will ever do lens corrections for tilt-shift lenses such as the one you asked about, because the lens does not communicate how it's been tilted and shifted and these will change both the center and shape of the image circle upon which corrections are relative to.

Basically, lens corrections are only valid for a lens in the same configuration as when the corrections were measured.

Adobe can probably make a lens profile for when the lens is not tilted or shifted, but not otherwise, so maybe they don't bother.

That makes a lot of sense. Thanks.

Thanks for the info. I have placed a request on the developer site.
