Missing top menu on Macbook Pro

I'm currently working through some tutorials and found that Camera Raw on Windows displays a "top menu" with "tools" that my Camera Raw (12.3) on a MacBook Pro are missing. Should they be visible the same as Windows or have they been abandoned for some reason?

That's an older version of Camera Raw you are looking at. The new 12.3 version has no toolbar at the top, they are all at the right hand side.
