Need help with PSE and Raw

I have used raw files with PSE versions for more than a decade. Suddenly, my PSE 2023 won't load raw images from a Canon that it used to load last month. It says I need to load to Camera Raw Update, but when I try to load it I get one error that it is already loaded and then a second that my administrator prohibits loading it. So I spent hours with my system administrator yesterday, who said he is doing nothing to block it, but he couldn't it to load, despite reinstallign PSE. So today I completely rebuilt my XPS laptop with Windows 11 from scratch, no institutional limits, running it as administrator, loaded PSE 2023, then the Raw Update, still no luck. Now I just get the error that I need to install the update, but when I try, I get the error that it is alreay loaded. I am totally flustered and woudl be grateful for any help.

Without having access to your computer what i can suggest is a manual install of camera raw 16 by following the below instructions.

 

1. Go to the Camera Raw installer page and download the Camera Raw 16 installer for Windows

   After download, run said installer

    https://helpx.adobe.com/camera-raw/kb/camera-raw-plug-in-installer.html

 

2.   Navigate to the following folder:

  • On macOS: /Library/Application Support/Adobe/Plug-ins/CC/File Formats
  • On Windows: C:\Program Files\Common Files\Adobe\Plug-Ins\CC\File Formats
  • Copy the Camera Raw plug-in from the CC > File Formats folder that is mentioned in the above step.

  • Navigate to the following folder: 

    • On macOS: /Library/Application Support/Adobe/Plug-ins/Elements<Version Number>/File Formats
    • On Windows: C:\Program Files\Common Files\Adobe\Plug-Ins\Elements<Version Number>\File Formats
  • Replace the existing Camera Raw plugin in Elements<Version Number> folder with the plug-in that you copied.
