RAW images open in Lightroom, Elements and Photoshop with artifacts

When I open RAW files in Lightroom, Elements and Photoshop, images open in Develop module with rows of red and black pixels throughout the image and blocks of random colors.  I uninstalled/reinstalled Lightroom and installed a new graphics card with no improvement.  JPEG files open correctly.   This problem also occurs with Elements and Photoshop.  If I open a RAW files in Luminar and export it to Lightroom, the problems disappears.  I tried changing settings in Lightroom, to no avail.  This problems began with Camera RAW 12.3 and continues with 12.4.  I also converted RAW files to DNG and the same problem occurs.  This problem is present with RAW files from various camera formats, Olympus, Nikon and Sony.

Try clearly the ACR cache and try again; any difference?

I purged the RAW cache under "performance" preferences in Lightroom. No
difference. Is that what you meant by "clear cache'?

And no difference with GPU on or off? 

Next try recalibrating the display and making a NEW display profile.
