Unable to select XMP files to import into Camera Raw 15.1 Bridge 2023

I have moved mulitple folders that contain XMP files to the preset folder on Bridge, to the settings folder on Camera Raw, even using multiple years verisons of bridge without any luck of getting Camera raw to let me import them, see them or use them.

I typically do not use lightroom but I did try to see if the folders would upload there- they did- instantly so i know the files work, I just can not get ACR to show them, import them or use them. 

Help please.
