Unale to open Acr 17.2 and 17.3.1

I unable to open acr 17.2 and acr 17.3.1   ,  Camera Raw Preferences cannot be opened. I installed 17.1 and it worked. I think it's a bug on 17.2 and 17.3....

I Have Tried Without Success:

1. Disable GPU usage in Photoshop.

2. Resetting Photoshop Preferences. (Camera Raw Preferences cannot be opened.)

3. Update GPU drivers.

4. Uninstall all the Adobe softwares by AdobeCreativeCloudCleanerTool.exe and then reinstall the Photoshop Application.
