Using acr 14 unable to find enhance image

I believe this is a bug.  If I open only one image in ACR and want to use enhance image there is no way to access enhance image because there is no filmstrip.  Am i missing something?

Right click OR try the key commands (Mac below) but the bottom line is, it works when using the actual ACR plugin (not as a filter):

Right-click and select Enhance.

You can display the filmstrip by clicking on the corresponding icon in the lower left corner of the window. You can also call up the command by right-clicking in the main window from the context menu.

It turns out if opening for the first time with just one image there is no filmstrip.  If i then open with two or more images it shows the filmstrip.  Then i can open just one image and im shown the filmstrip.
