However
 Leader/Follower behavior feature
I don't know how to use "After Physical Properties".
When is it used?
Do you have a sample puppet that uses it?
Is there a tutorial video on it?

That’s a nice demonstration of how you have to use After Physics if you want dangling handle to be a Leader for a Following object.

 

For (1) Before IK vs. (2) After IK you are choosing whether (1) the Followers are moved first and then Limb IK constrains movement based on limb lengths, versus (2) if you want the _result_ of the Limb IK limitation to be what the Followers follow.

 

For example let's say you have a Wrist-tagged handle also tagged as Leader and Draggable, and an independent apple set to Follower. With Leader/Follower set to Before IK, the apple will follow where the mouse has tried to drag the wrist, even if it's way beyond the arm's length. The wrist's position is limited by the length of the arm. Set to After IK, the apple will follow the same position as the wrist because Limb IK has already constrained the position of the Leader.
