Is it possible to get a PDF engineer to create a bespoke standard beyond just the .joboptions?

Is it possible to get a PDF engineer to create a bespoke standard with what end results I would require, beyond just the options of what you can choose making a .joboptions file for Indesign. So a standard that we can supply to users to create PDFs exactly how we would need them (again the standard options would not be enough). Who could I talk to regarding this?
