Adobe Flash Not Working Sometimes

I use Windows 10. In my advanced settings, Flash is turned on. Using the adobe test, it says my flash is not turned on. I can play youtube and other things but typically if I try to open something in email that requires flash, it tries to get me to upgrade which of course I can't.
