Avery Label Size

I have my template set to a particular size so that each Avery label will be consistent (obviously). I'm running into problems with the text output inching its way up so that each label is not locking into its size (2 x 3.5).

Any suggestions? Is there a setting I should have set?

    Make sure your Page Scaling on your printer settings is turned off!
