Builder 2016, local IIS and phonegap build problem

I am running builder 2018 and Coldfusion 11 on a local machine using IIS.  Everything connects fine.  I can run files from builder and they run in FF. I have built a very simple phonegap application (Hello World) which works with the Android Phonegap Shell App.  When I try to generate a phonegap build, I get a generic error message that says:    Please check ColdFusion Server Configurations.

I have set up local and remote CF servers in every possible way I can think of but when I set up my application to use a server the error is always the same. Here are my last 2 server setting, one local, one remote.
