Can I use CF to Build a discussion forum?

First let me explain the main functionality of this forum I contemplate.

My Client is running a government bidding agency, where he pick out bids and offers it to his client/s that he finds fit for that bid.

My thinking here of a forum, is to have all his clients login and view ONLY their bids (each bid as a topic etc.)

For the agency this should basicly serve as a workflow manager

My limitations here are both time and resources. So if you have a good link for CF source code leading in this general direction, GREAT! Otherwise, I would appreciate your opinions and ideas as to where to take this
