Cannot activate Proxy Websockets in CF2021

Trying to enable Proxy Websockets in CF2021 admin console.  However when I select the Use Proxy radio button the Submit Changes button disappears?

anyone encountered the same problem, it seems it maybe dependent on other settings as this behaviour does not happen on my local development version.

any help appreciated.
