CF 10 Not rendering flash, css, javascript, image but text

I've been toiling with this installation after I was able to migrate from CF9 to CF10. However, my charts stopped working so I removed 9 then reinstalled 10. The site worked for all of ten minutes then no css, no javascript, flash and images. I found in WIndows Server 2008 64-bit logs Application pool 'AtticaOperations' exceeded its job limit settings and this A worker process with process id of '896' serving application pool 'AtticaOperations' has requested a recycle because it reached its virtual memory limit. I am stumped and on the verge of going back to 9.

I went through the troubleshooting in the installation manual and found the issue. I hope this lasts. The credentials in the bindings Advanced Settings in IIS had the Exchange server credentials. How they got there, I will never know.
