CF 2023 Upgrade - Purchasing License Location

Dear Team,Require you gudance to resolve these concerns.I am currently resides at middleeast-Bahrain and trying to purchase upgrade Licence for CF 2023 Enterprise Edition. But we are not able to proceed with this purchase and getting attached error saying it is not applicable for my location. We are looking to upgrade from CF 10 standard Edition to CF 2023 Entraprise Edition
