yes, Packaging and Deployment is NOT available in CF Standard.

but i think you can temporarily remove your licence key to convert your
CF into Dev edition*, do your packaging, then add the licence key back
to convert it back into Standard edition.

tricky on production servers, though, as it requires several CF service
restarts...

* iirc, you need to manually edit the licence.properties (or something
like that) file somewhere in the cf install dir to remove the applied
licence key... make sure you back up the file before you make any
changes to it!

IIRC I believe Packaging & Deployment is only part of an Enterprise
licensed CF application server.
