CF Development Environment

I haven't developed a new CF application in a few years. I use Dreamweaver to maintain my existing projects. I've just been offered a chance to develop a new app from the ground up and will be taking advantage of the latest features in this field. It looks to me like Flex is the preferred environment to develop CF and Flash (RIAs) applications. Can anyone confirm this or offer any advice?

    Match the approach to the job at hand. Don't do anything just for the sake of doing it.
