CF licenses and virtual server environments
How do I determine how many CF licenses I need in a virtual server environment? Is it determined by the main server or is it based on how many cpu's are allocated to each virtual server?

You need to carefully read the End User License Agreement (EULA) for the version of ColdFusion you are deploying. For CF 11, it can be found here: http://wwwimages.adobe.com/content/dam/Adobe/en/legal/licenses-terms/pdf/Adobe_ColdFusion-Multi-20140214_1311.pdf. You'll need to understand the definitions of CPUs found in sections 1.4, 1.14, and 1.21, then carefully read all of section 3.1.2 (virtual machine license).
The comments in this Adobe ColdFusion Blog post are relevant too, as there are several that discuss the EULA and virtual servers: Announcing the launch of ColdFusion 11 and ColdFusion Builder 3 — Adobe ColdFusion Blog
