CF Setup, need handler, Web Server Configuration, wait 2-5 minutes?

I just installed CF9 dev version on Windows 7

error is that this page:http://127.0.0.1/CFIDE/administrator/index.cfm

shows this:

HTTP Error 404.3 - Not Found

The page you are requesting cannot be served because of the extension configuration. If the page is a script, add a handler. If the file should be downloaded, add a MIME map.

How do I do that (add a handler), and is this normally necessary?

I thought running Programs -> Adobe -> CF9 -> Web Server Configation would help

But it just says: "Enabling IIS7 optional packages.... it will take 2 to 5 minutes..."

And nothing appears to change after that time.

I'm going through these steps now, but LMK if there is something else that might be wrong.
