CF10 Developer to Enterprise Issues

I applied my Enterprise license key but the server shows Developer on clean install Win 2012RC2 64bit cloud svr with 4 CPUs and it said it was successful. After entering the license on install, I followed the suggestions here and put the key directly in license.properties, restarted CF, but it still shows Developer and watermarks appear.

The vendor is trying to help resolve this issue as well and they have had so far no luck.

I can send my key if someone an look into it
