CF10 does not display CSS, jpg, or png files

I just installed CF10.  CSS data is not being used in display.  JPG or PNG files are not being read.  I checked links and they are valid.  Any suggestions?

Make sure the links and the resultant images are using the same case (uppercase / lowercase)

How did you check the links? I would use the console in the Chrome browser. If you see "failed to load resource", that means the links are incorrect.
