CF8 not spooling mail

I had everything working properly with cf8 and mail until about a week ago when i had a server crash and had to reinstall the cf server and mail server from scratch. Now the mail settings say it is able to verify the connection in the cf administrator and everything is set up as it was before to work, but all the mail stays in the coldfusion8\mail\spool directory and never gets sent to the mail server. When I look at the mail log in cf admin it shows nothing at all. When I look at the mail server logs it does not even show CF trying to connect. Regular mail through the server works just fine. I can't figure out why CF isn't even trying to connect to the mail server??? help!
