CF9 installer hangs on import wizard

I'm working on a windows box installing CF9. The import wizard is hanging on "Import Settings". It just sits there. Whats worse, when I try to access the CF admin all it brings up is the same wizard! Is there a known way to bypass/fix this issue?

    A restart of the box worked
