CFChart no longer popping up values when mouseover a datapoint

When I first started writing ColdFusion code (in the Allaire days) a CFChart line graph would allow one to mouseover a datapoint and it would pop up the values of both axes in a sort of tooltip. When I upgraded to CF11 I lost the X axis information and would just get the Y axis datapoint. That sucked out loud, but I dealt with it. But now I've upgraded to CF2021 and have lost all the tooltip popups. I tried JPG, PNG, and HTML (which failed completely). What's going on? I have not changed the code since the earliest incarnation. I've attached one of the sections of code.
