CHF4 fix rendered CF admin page blank afterward

I just applied CHF4 to CF9.0.1 and I get a blank web page when I get to the CF admin site, http://localhost/CFIDE/administrator/index.cfm after I started CF server service.

It is multi-instance server, and this is the second time, I applied the patches.  I had to back out last time, and it was working fine without the patches.  So, how do I go about getting the admin page back WITHOUT backing out.  I still have two security patches to apply after this hot fix.
