Cold Fusion 2023 Offline Activation, can it be generated on a different server?

Question

I am planning to upgrade CF2018 to CF2023 on a server with no internet access and am following the instructions at https://helpx.adobe.com/coldfusion/using/coldfusion-licensing-activation.html#Offlineactivation.  I would like to prepare as much as possible and was wondering if I could install CF2023 on, for example, my local PC to generate the activation request and then use the response on the actual server?   Thanks.

You need to generate the activation request on the server where you want to activate the license. You cannot generate it on another server and use the response code; it will contain some information related to the server's device ID and be invalid.
