ColdFusion 11 Install -> Error 404 2 1260

All,

  Just did a fresh install of ColdFusion 11 on a brand new instance of Windows Server 2012 Standard, 64 bit.

  Attempting to add a site, and getting an IIS error 404 2 1260, which is the sub_code for "ERROR_ACCESS_DISABLED_BY_POLICY"

  I have ensured that the user account connecting to the app from ColdFusion has the requisite permissions to the filesystem.

  Any insight or tips would be appreciated.
