Coldfusion 2018 PDF Service - No Service manager is available

Hello - I have a unqiue scenario where I installed the 2018 CF Add-On Service (obtained here https://helpx.adobe.com/coldfusion/kb/coldfusion-downloads.html#downloads2.) on a development server running on windows. No issues and the PDF service creates PDF's using cfhtmltopdf. 

 

I took the same steps on the production server however even though the admin console validates that the pdf service is "OK", I get an error when trying to generate using cfhtmltopdf stating "No Service manager is available". 

 

I have stopped and restarted the service along with the server. Windows reboots. Uninstalled and reinstalled the service add-on. Validated that the ports are available.  

 

I'm at wits end as I can only work on this after hours so I can bring the server down if needed and I'm not sure what else to look at other than doing a complete CF reinstall, which I want to avoid if at all possibe. 

 

Any help would be greatly appreciated.

    Turns out this was a bonehead overlook and I didn't enable the PDF service manager in the admin UI.
