ColdFusion 2021 Offline Activation not possible

To whom it may concern:

I am trying to activate Adobe ColdFusion 2021 on a Windows Server, running in an environment where the server is restricted from web browser access. For this reason, I was forced to attempt to utilize the offline activation method. Upon doing so, I received the following message: "You cannot activate a Virtual Core license offline. To activate ColdFusion, connect to the internet from your server and retry activation." 

Is there a workaround for this process?  I have 3 additional servers in the coming week that I need to upgrade and this will be a major blocker for my customer.
