Coldfusion holding open files

I'm developing in flex and have been having issues with locking the SWF fiels open where I can't modify or delete them.

I was originally thinking it was flex causing the issue but it turns out that I think it's coldfusion.

When this happens I open the cf administrator, go to cache, then "clear template cache now" and then click on apply changes the previously locked SWF created by file gets unlocked.

This problem doesn't always happen, but then it happens it's bad and causes major development timing issues.
