Cookies from pop up window not working in parent window

I have users log in through a popup window.  I have it setting cookies after the login form is submitted and then it closes itself  and and refreshes the parent window.  For some reason he cookies are not accessible in the parent window, but I debugged and found that the cookies are being set in the pop window and viewable. They're just not transferring over for some reason.  Ive tried everything. I just don't get it.  I'm also using expires=never
