County/ City Search

I have an exsisiting CFM page that lists a directory alphabetically, I need to add a county search and a city search mechanism to the page. I am srill on the new side of coding, and advice on where to begin.

    Is there a current API out there that could handle this? I have to compile a list of counties for each state and add them to my database (this should be easy) but my question begins with how can aI best implement this into a website
