CSS Relative Path Error Due to Folders

My project makes use of several folders and sub-folders off the root.   My issue is I fix the relative path for CSS and header include only to have it break on a different folder or sub-folder.  I know the answer is not to scatter header and graphics around but I can not figure out the solution.    I do remember a while back a post someone wrote about using a .cfm file with <cfoutput> tags with the header and css file information but I can not find it anywhere.   If you have solved the folder and relative path issue please share it with me.   Thanks!
