Daylight savings time and DateConvert?

I think I know the answer but I'll throw it out there anyway. Does DateConvert adjust for the daylight savings time setting of the actual date/time being convertted to or from local? In other words, will dates stored as UTC suddenly be one hour off  after the DST switch when dateConvert('utcToLocal',value) is applied?

BTW, I hate the whole concept of DST. #StopDST
