Duplicate Admin NavBar

Why, when I initially launch Administrator, am I seeing this "double NavBar"?  When I select an item, it goes away. It returns when I logout and then log back in.  I uninstalled and reinstalled, but still have this issue.  Any assistance would be most appreciated.

    Update

    I have uninstalled CF10, cleared all the CF references I could find from the registry, and cleared CF references from the drive.  I still have the problem.  I did notice that this issue does not occur during the initial configuration launch of Administration.  However, when I log out, and then log back in, it once again shows the dual NavBar.
