eclipse plug-in perspective missing, Windows OS

I know this has been asked before, I have tried unsuccessfully to install either Beta 2 or Beta 3 (Beta 1 installed fine first time). I followed the instructions and the install said it succeeded.

My thought is that some file is not getting updated for it to recognize the plug-in. I don't have an extensive knowledge of eclipse to know where to look to solve the issue. Does anybody know which files typically impact this?
