Enabling Advance Security Kills CF Instance

I've got CFMX 7.01 Installed as a multiserver installation on Windows 2003 running IIS6. Everything work just fine until I enable Coldfusion Security sandbox. After restarting the service (which seems to startup fine) I loose the CF admin pages for that instance and all sites under that instance. All I get is "The page cannot be displayed". All other instances are unaffected.
In order to get everything back for that instance I have to edit the neo-security.xml file and disable the security sandbox. After doing this everything comes back just fine.
I've added the jvm arguments to the jvm.config file as described by the documentation but that doesn't seem to make a difference. Any help would be greatly appreciated as I really need to enable sandbox security.

    Update to this post....
    It was the JVM arguments not structured properly. All is well again.
