We are also facing some migration issue this week and we've to get clarify with the following questions.

       1. Does cold fusion deployment on websphere still needs ColdFusion license? (MX7 Application server is exceptional as it comes with JRun by default)?
       2. If Cold fusion server is needed only to create EAR file, then does it requires after deployment of EAR into websphere?.

    Thanks in advance.

    1. Yes.

    2. Your EAR will require a license. If you also install CF separately, that will also need a license.
