Field with Stretch with overflow is not streching in the page or band headers

Field with 'Stretch with overflow' = True is not stretching in the page or band headers. "Print when detail overflows" is also true. If I stretch the height. it shows up, but does not grow or shrink properly. I have the latest version and have created many reports, but have not needed this before. Bug? Ideas?

I fixed the problem by deleting the field and recreating it. Somehow it got corrupted. This is an irritating problem I have seen before. Wish Adobe would fix it.
